Investigators are always looking for new sources of information. Social media data is emerging as an important source of crime information. Today, many crimes are reported via social media in the form of citizen complaints. The problem is that the volume of data can be challenging to analyze. Artificial intelligence can greatly facilitate this process. Via two case studies, in a major ride sharing and home sharing organization, this presentation by Chelsea Binns and Robin Kempf will demonstrate that AI can uncover new information and serve as key source of intelligence for investigators.

Robin J. Kempf is an Assistant Professor in the UCCS School of Public Affairs. She received a PhD in Public Administration and a JD from the University of Kansas and a BA in American Studies from Brandeis University.

Prior to joining academia, she spent more than 10 years working for the state of Kansas as an attorney in a variety of contexts, including Kansas Supreme Court clerk, Kansas Legislative Auditor, and Associate Counsel for the Kansas Board of Regents. Her last position with the state was as Inspector General for the Kansas Medicaid program. This experience led her to return to school to study to public administration, and especially how government takes steps to remain accountable to the citizens or hold corporate actors accountable for their actions.

She has published articles in the Journal of Public Administration Research and Theory, American Review of Public Administration, Policy and Society, and International Journal of Public Administration. In addition, she has had a book published by the University Press of Kansas, entitled The Power of Accountability: Offices of Inspector General on the State and Local Levels (2020).

Chelsea Binns is an Assistant Professor at the world-famous John Jay College of Criminal Justice. Prior to that, she worked in an investigative capacity for New York City and New York State Government and in the financial industry. Most recently, she was a Senior Vice President in Citibank's Fraud Surveillance Unit in New York City. She is a Licensed Private Investigator and Certified Fraud Examiner.

Chelsea has a doctorate in Criminal Justice from the CUNY Graduate Center/John Jay College and has published three books: Fraud Hotlines: Design, Performance & Assessment (CRC Press, 2017), The Art of Investigation (CRC Press, 2020) and, with Robin Kempf: Safety & Security in Hotels and Home Sharing (Springer, 2020). This book a book that examines crime and safety data related to the hotel and home sharing industries to assess the security posture of these models. Chelsea's work has also appeared in Security Journal.
